Good SAT, Bad Grades, Can I get into a okay college?

Basically I finished my High School off with an 82/100 Average (don't know what that is GPA wise). I ended up getting a 600 on math and 600 on CR for my sat (1200/1600) I really want to go to either Michigan State, Penn State, University at Buffalo, or SUNY Albany. My question is do I have a chance of getting into any of these schools? I have participated in DECA business club and took first at the state competition, I have done Varsity Football for all 4 years of highschool, participated in Spanish club and played Varsity Lacrosse for 3 years. Please let me know if I have a chance of getting into any of these schools. Thanks!
